What Is Dedicated HR Consulting—and Do You Need It?
Move beyond reactive HR support with a dedicated consultant who knows your team and proactively guides your long-term people strategy. Find out if it's right for you.

Running a small business means wearing a lot of hats—and for many founders, operators, and admins, the HR hat fits the least comfortably. You're fielding leave requests, searching for answers about what policies exist (and whether they should), and trying to keep up with compliance requirements that seem to change state-by-state. You're doing your best. But when a genuinely tricky HR question lands on your desk, "your best" can start to feel like guesswork.
If you're a Justworks PEO customer, you already have access to a shared HR support team—people who can answer your questions and point you toward resources when something comes up. For a lot of businesses, that's exactly what they need. But for others, reactive support is only part of the picture.
That's where Dedicated HR Consulting (DHRC) comes in. It's a premium add-on that gives you access to a designated HR expert who gets to know your business, checks in proactively, and is ready when things get complicated.Â
In this post, we'll break down what DHRC is, how it compares to the HR support you already have, and how to know whether it's the right fit for where your business is headed.
What is Dedicated HR Consulting (DHRC)?
DHRC pairs you with one assigned, senior-level HR Consultant—not someone shared across a queue of inbound requests, but an expert specifically working with your business over time.
Your consultant will learn your setup: your team size, your states, your policies, your gaps. From there, you set a regular meeting cadence—biweekly, monthly, bimonthly, or quarterly, depending on what works for you—and they reach out proactively in between with relevant guidance, alerts, and support.
When something comes up outside of your regular rhythm, you have a direct email address for your consultant. Standard questions get a response within 8 business hours. Urgent matters, like a leave situation, a compliance concern, or anything else that can't wait, get a 2-business-hour turnaround.
DHRC is available to Justworks PEO customers in the U.S., with consultants available Monday through Friday, 9 AM to 6 PM ET.
How is it different from the HR support I already have?
Think of standard HR support as a knowledgeable resource that's always there when you reach out. It's reactive by design. You bring the questions, they bring the answers. That works well for one-off guidance and quick best-practice checks.
DHRC is the inverse of that. Instead of waiting for you to raise your hand, your consultant is actively thinking about your business, flagging things you might not know to ask about, and helping you build a more durable HR foundation over time.
Here's how the two compare at a glance:
| Standard HR Support | Dedicated HR Consulting |
|---|---|---|
Support model | Shared team, inbound | Assigned consultant, proactive |
Approach | Reactive Q&A | Ongoing relationship |
Policies & handbook | Templates + best-practice review of individual policies | Hands-on, tailored review |
Strategy | Not included | HR Health Assessment → Strategic Action Plan |
Cost | Included in your PEO plan | $30 per employee per month |
The key differentiator isn't that one is better than the other—it's that DHRC builds continuity. The longer your consultant works with you, the more context they carry. Over time, that translates into faster support, sharper recommendations, and fewer things slipping through the cracks.
What can a Dedicated HR Consultant actually help with?
DHRC goes well beyond answering HR questions. Here are a few examples of what that looks like in practice.
Handbook overhaulÂ
You've been working off a generic template you found years ago, and you know it doesn't really reflect how your company operates today. Your consultant reviews what you have, flags outdated or missing language, and works with you to build something that actually fits your team. You're not handed a new template, you're guided through the process of making it yours.
Leave policy across statesÂ
Say you're expanding and suddenly have to coordinate NJ paid family leave with your internal parental leave policy, and you're not sure how they interact. Your consultant maps out a workflow, creates both admin-facing and employee-facing documentation, and helps you structure how to supplement state benefits with company-paid time. Your employee gets a smooth, well-supported leave. You get your head above water.
Manager developmentÂ
New managers often don't know what they don't know, and without any framework in place, small team dynamics can escalate into bigger problems. Your consultant helps you build a lightweight manager training process: something you can use to level-set with your current team, and pull out again every time someone steps into a leadership role. The goal is less firefighting, more consistency.
HR Health Assessment
If you've grown quickly and suspect your HR foundation hasn't kept pace, your consultant can lead a structured assessment of where things stand, identifying gaps in documentation, policy, and process, then helping you prioritize what to address first. It's a practical roadmap, not just a list of things that are broken.
Who is Dedicated HR Consulting built for?
DHRC isn't for everyone, but for those who do need it, it can be a complete game-changer. Here's who it's best suited for.
Small businesses establishing HR operations for the first time. HR has landed on your desk by default—and while you've been managing, you know you've been improvising. The company is growing, the stakes are rising, and it's time to stop patching things together and start building a real HR foundation. You don't need more templates. You need a knowledgeable partner who can help you figure out what that foundation should look like, in the right order, for the specific business you're building.
Leaders strengthening and scaling the HR infrastructure that's already in place. You've got the basics covered, but you know they're not keeping up. The handbook is out of date. Policies are inconsistent across locations. You've been meaning to clean it all up, but there's always something more pressing. DHRC gives you a structured way to close those gaps—without hiring a full-time HR lead or handing it off to an expensive outside consultant.
A note on what DHRC may not be right for:
Your consultant is an advisor, not a delegate. They'll help you get things right, but they won't take HR off your plate entirely. If you need someone to conduct employee investigations, run company-wide trainings, or recruit for open roles, a traditional HR consulting firm may be a better fit for those specific needs. DHRC is built to help you lead HR better, not to lead HR for you.
What does DHRC cost—and is it worth it?
DHRC is priced at $30 per employee per month, capped at 200 employees—so you'll never pay more than $6,000 a month regardless of how much your team grows.
For context: traditional HR consulting firms typically charge $100 to $300 per hour, or $3,000 to $15,000 per month for project-based work—and that's before you factor in the time it takes to find one, onboard them to your business, and manage the engagement.
But the real ROI isn't just what you're saving in consultant fees. It's the leave situation that went smoothly because the workflow was already in place. The manager issue that didn't escalate because you had someone to call. The policy that was already multi-state compliant when you made your third hire in California. The value compounds over time, and the cost of not having support doesn't show up on an invoice.
